So my conclusion to the test, not having autonomy with the mod isn't because of the Personality mod but something in the game since I didn't have the mod in and only stopped the Idle Chat. If I started the conversation they would chat and chat with all sorts of interactions. I created a bran new game with a new family and left them go and the welcome wagon showed up.
